Simply because the brain doesn't have as much time to process the information given with each word, so critical thinking should take much more of a backseat. In theory anyway. Obviously it's not gonna work 100% of the time even if it is true, but then, no persuasive technique is.
 
I used to talk faster. Much faster. Everyone found that incredibly annoying and told me to slow down, "I can't understand you" - "There's no rush" etc.
 
I don't know about speaking speed, but the more conviction with you say something, the more believable it sounds. Tone conveys a lot more than the words itself. Speed can sound like conviction, but it could also sound like a manic crazy person too.
 
Louis Rossman talks fast. He seems smart. I can't string together a sentence as fast as he does unless I have something memorized. I do not talk that fast.
