Though I've validated these links as much as I can, you should still do your own research and ALWAYS be on the lookout for phishing scams and make sure you're at least using Tails before going to any .onion link. I do not pretend to be an authority on the dark web in the slightest.

DARK WEB MARKETPLACES ARE AN AREA OF THE WEB THAT IS CONSTANTLY IN FLUX, AND WHAT MIGHT HAVE BEEN A GOOD MARKETPLACE EVEN JUST A YEAR AGO MAY BE COMPLETELY OFFLINE OR EVEN HAVE BEEN TURNED INTO AN EXIT SCAM. CONSTANTLY CHECK MARKETPLACE LISTINGS AND THE LATEST BLACK MARKET NEWS. MENTAL OUTLAW MAY BE A GOOD SOURCE FOR SUCH NEWS.

MAKE SURE THAT YOU ARE USING MONERO FOR ALL DARK WEB TRANSACTIONS. VERIFY ALL DRUGS VIA A REAGENT TESTING KIT OR, AT VERY LEAST, MAKE SURE TO TEST FOR FENTANYL, METHAMPHETAMINES, AND HEROIN. (I hear DanceSafe makes some good testing kits.) DO NOT SKIMP ON YOUR PERSONAL SAFETY JUST TO SAVE SOME MONEY.

If you need much more thorough drug testing, you can find that here and here. DrugsData is unfortunately temporarily not receiving any samples for testing though as of this writing due to regulatory hang-ups.

EDIT: Updated the OP with the latest version of the Dark Net Bible authored recently by Shakybeats from Dread. To heavily cut down on the storage space of the full version and make it fit in the attachment size limit, images have been removed. But you guys don't need them. You can all read just fine I'm sure.

(DO NOT TRUST ATTACHMENTS BY DEFAULT. Use VirusTotal at least to quickly scan the files.)

Looks good to me.

Do not have the tar.taxi onion in my collection but everything else checks out!

Some more links. With great power comes great responsibility.

Code:
https://protonmailrmez3lotccipshtkleegetolb73fuirgj7r4o4vfu7ozyd.onion

ProtonMail (e-mail over Tor. Ideally use with external PGP and keep usage inside ProtonMail)

Code:
https://nytimesn7cgmftshazwhfgzm37qxb44r64ytbb2dj3x62d2lljsciiyd.onion

New York Times (can view without paywall and anonymously submit tips)

Code:
http://i4pd4zpyhrojnyx5l3d2siauy4almteocqow4bp2lqxyocrfy6prycad.onion/threat-library

Operational-Security for Anarchists (reviewed some of the technical material and it is relatively accurate)

Code:
http://ddosxlvzzow7scc7egy75gpke54hgbg2frahxzaw6qq5osnzm7wistid.onion/wiki/Distributed_Denial_of_Secrets

Distributed Denial of Secrets (this decades answer to WikiLeaks)

Whonix. It is another anonymized operating-system. More secure than Tails. It works by separating the Tor connection from the actual workstation with either virtual-machine or hardware boundaries. If the workstation gets compromised it does not lead to a clearnet IP leak where with Tails it would be a fatal compromise of anonymity.

Irrespective of its merits the documentation is a fun read.

And would this be a Sanctuary post without some emulators? ;-)

Code:
http://suyudev2qxj5x7mroamgwf4hqunz4pups27z2kl77x4ioqhh5yhpshad.onion

Git server of the Suyu project

Code:
http://vub63vv26q6v27xzv2dtcd25xumubshogm67yrpaz2rculqxs7jlfqad.onion/)

Git server of the Torzu project

As for which emulator is better? To my understanding neither are *worse* than the final build of Yuzu. Suyu certainly gets brand recognition by being first to market however attempting to coordinate the project on clearnet by using Discord and GitLab.com could have been considered a mistake. They did move to a self-hosted chat and Git server but only after the take-downs.

There has been some ambiguity over how many developers Suyu has and if they are actually doing much. One things is certain. Working on an emulator for a modern console is not a trivial programming exercise.

Torzu has fixed bugs in the code and they appear to have code-sharing agreement giving credit. Taking those facts into consideration and the attempts to protect the project by not making the same mistakes as others past makes me feel slightly better about its future prospects.

Very nice. I particularly like Distributed Denial of Secrets and will need to check out Operational Security for Anarchists.

Updated Torzu.

Apparently the Torzu developer lost the private-key for the site due to a mistake so he had to regenerate it but luckily still had access to the local PGP key used for signing. So he signed the new Torzu link with the key to validate its authenticity. Verified the signature myself.

Official onion of the Darknet Bible came back up.

Code:
http://biblemeowimkh3utujmhm6oh2oeb3ubjw2lpgeq3lahrfr2l6ev6zgyd.onion/
The offline .zip comes out to ~5.5 megabytes.
