From what I gather the guy is a legit incel and schizophrenic. He thinks he's being gang stalked and saw a dead rat and thought it was a threat on his life. He sent flowers to a 16 yr old girl (so he says) and was charged with something and is on probation. Really just a crazy rabbit hole.
