What is this effect trying to portray?

It's the first fight scene in The Green Hornet (2011) where Kato runs across the trunk of a car. But there's an effect, where it "stretches out", and instead of just taking one stride and being on the other side, he takes multiple steps across multiple duplicate cars.

Why?

One can reach a faster top speed after taking multiple strides rather than just taking one, so maybe this is trying to say that Kato is doing this here. Through this visual technique, we can imagine him reaching his top speed in a short distance.

But it's not literal, right? He doesn't have any sort of supernatural abilities. He isn't actually doing this. So, if we were an observer watching Kato do this without movie magic, like the guys that he beats up, what would we see? Do we just see him accelerate from 0 to top speed in one stride?

Actually, the acceleration thing doesn't even make that much sense, because we see him slow down and change direction as he suplexes an opponent. So why?

And also this effect happens again, in a different context, at 2:26 of the above video

He kicks a guy, over the same boot that he originally ran over, and he flies several car-widths away. But not really, because he still lands on the trunk of the car, so it was actually not even one car-width.

WHY??!?! What are they trying to portray here?

I watched it and couldn't tell you.
This looks like a case of special effects needing to be special and effect-y in the overwhelming sense.

Intense... superhuman machine like weird perspective distortion YEP FAST. It's like that moment of adrenaline where "time slows down" , maybe like a fight or flight sense of emotion where you are just at your physical and mental limit from going so hard

It's pretty weird actually. The Director is getting funky with it!

There's just a pocket dimension in the area those cars are in. It's a sort of premium parking spot that allows more people to park in the same space.
