Basically, what this is is a global telecommunications plan utilizing digital modes on HF radios that will work even in times of national crisis and will also work for military operations. Unfortunately, VHF and UHF are completely excluded from this plan and cannot be used for GhostNet. The authors say they want to work on this, but it would be incredibly hard. Honestly, I don't think a VHF or UHF plan is gonna come out, but who knows.
