Why is so much anime cringy?

Probably because it's written for a younger demographic. If you can completely let the chuunibyou take over your imagination, then it's fine.

Also, there's a lot of anime out there, and a lot of it is bad, I would wager. The stuff that makes its way stateside through legal means usually the best of the best, I would imagine.

What do you mean by cringey? A few examples perhaps.
Main character or characters are schoolgirls.

Everything is always clean. Always. And it's always a sunny day. And there's lens flare EVERYWHERE.

Everyone is super fucking young and flawless, unless you're really fucking old. There's no in between.

Every place is a city. And when it's not a city, it's a bright cheery forest.

Everyone is completely good. Except for the villains. They're all evil lads.

Hmm. Well, I only watch Dragon Ball stuff and none of that really applies.

And I watch Cowboy Bebop and none of that applies either. Point is, there are some anime shows that are REALLY good, but they seem pretty few and far between.

Because it started pandering to people who aren't looking for neat visuals or a great story but for a digital girlfriend to jack off to and buy merchandise of.

IRL japan, everyone is either that or a wage slave that does nothing but work. Being in school is the best (most nostalgic) period of people's lives. Plus, you have room for people to grow, since they're still children, which allows for character development.

Everything is always clean. Always.
That's what I've heard IRL Japan is actually like. Cleanliness is drilled into them from a young age.

Japanese cities are densely packed like that, so, chances are, if you live in Japan, you live in a densely packed city.
I've seen a lot of "suburbs", where people might live in a small 2-story apartment building or a family home and then commute to school.
