Proposed Big Changes to User Uploading

First of all, and the biggest proposed change by far, is to increase the amount of user storage from 20 GB to 50 GB. Doing this though would cut the amount of users we can give storage to by more than half. And also beware that if we do this, there's no backing down from it.

The second change is much smaller. Anyone who's made at least one post on Sanctuary will be automatically given user uploading privileges. No interview required. I originally thought we were going to get a stampede of people and bots but... Yeah, apparently not the case. :\

Since we don't have hard numbers for how many can use 20GB, it's hard to judge what half means. Is it in the single digit range or triple?

If we keep our standard 20 GB quota per user, we can serve about 340 users. If we increase it to 50 GB though, then it will lower all the way down to around 140 users.
