Scenario:
You're getting off of a freeway. There's a line of cars ahead of you and behind you as you get off. The light at the end of the ramp is green, but the lane you need to merge into is filled with cars. They have a red light, so you don't know when they will start to move again. If you don't merge, you don't get to go home, because the road veers in the wrong direction from the free lane.
You are the Blue car
Do you stop at position A with your turn signal on waiting for the second light to turn green so you can merge into the correct lane while letting the cars behind you through, but block the rest of the traffic coming in the currently empty lane?

Do you stop at the green light in position B and block the cars behind you from getting fully off the freeway, but then anyone can pass from the red light below the picture?
This is rush hour traffic, so there are always cars coming.
