When I think of public television in the USA and GB, I think of PBS and BBC.
I don't know about cable or satellite, but to watch them online on their sites you must be located in the right country, as both use geo blocking.
If all someone wants is cheap entertainment, I think there is enough out there that the blockage would be enough to dissuade him.
So the people who bypass the block (or wait for the content to be licensed) are probably among the more intelligent from the respective countries and are looking for quality programs, not junk for the brain.
The source of funding for the BBC and PBS are very different, which could reflect on their programs.
If it were found out that intelligent people were mostly attracted to the programs of one of the two, could any conclusion be draw about which funding model was better?
