It sounds like they've added a secondary currency (chips) that can't be brought with real money, but are instead brought with in-game currency (which you can buy) and use a 1-1 ratio. There is no way that they can sit there and say "oh, its not gambling" when you are literally gambling.

I'm not against gambling ...per say..Only when it becomes excessive..
I don't think ads should be allowed for such things for example, and these gambling games must be able to verify age of the gambler.
But I digress...and despair. Especially reading the comments on that youtube vid.

Wikipedia wasn't much help. the best i could find was this line " In other forms, gambling can be conducted with materials which have a value, but are not real money.
